**Responsibilities**

  • Understands and is an expert in complex federal regulations and requirements for long-term services and supports (LTSS) programs, including home and community-based services (HCBS) waivers, Program of All Inclusive Care for the Elderly (PACE), skilled nursing facilities (SNF), and intermediate care facilities for individuals with intellectual disabilities (ICF-IID)
  • Designs and calculates optimal purchasing strategies for LTSS programs
  • Understands available services and program goals and develops program rates that support desired outcomes
  • Identifies federal funding support and calculates reimbursement rates
  • Analyzes data and effectively communicates findings
  • Collects cost data and other information from providers and analyzes and manipulates data sets.
  • Provides administrative support for various projects, including data entry for and quality assurance of cost reports, time studies, and survey data
  • Serves as primary contact for time study help lines and email accounts
  • Conducts financial and data analysis using Excel and Access, including reviews of financial cost reports and time study data
  • Understands and evaluates current rate setting methodologies
  • Evaluates rate structures for specific programs and makes recommendations for improvements
  • Analyzes and interprets federal and state laws and regulations
  • Understands program requirements and associated costs
  • Participates in both internal and external client discussions
  • Prepares other written reports and materials for consultants and clients (e.g., deliverables, policy summaries, status reports, invoices)
  • Travels as needed for projects
  • Works additional hours as needed
    **Qualifications**

  • Strong knowledge of LTSS programs, including HCBS waivers such as 1915(c), 1915(i), 1915(j), and 1915(k), along with Medicaid State Plan benefits, PACE, SNFs, and ICF-IID. Knowledge must in inclusive
  • of federal laws and regulations governing the programs.
  • Self-starter who is able to take initiative with enthusiasm
  • Organized, accurate and detail-oriented with self-initiated problem-solving skills
  • You value diversity and take pride in working on a team that brings together diversity of thoughts, perspectives and expressions
  • Ability to work both independently and in a team environment

  • Adept at understanding specific tasks and projects in a broad, "big picture" context
  • Strong Microsoft Office applications skills, especially MS Excel and MS Access skills required, other database and analysis tools are also helpful
  • Strong analytical, interpersonal, organizational, research, presentation, time management and problem-solving skills
  • Strong verbal and written communication skills, particularly the ability to communicate technically complex developments, issues, and analyses in easy-to-understand and actionable ways
  • Ability to use sound judgment in completing tasks and to seek guidance when needed
  • Commitment to exceptional client service with experience in customer/client service roles
  • Dedication to accomplishing goals and challenges presented by clients and management
    Bachelor degree or 10 years' experience required graduate degree preferred,

    2+ years of relevant work experience with LTSS/HCBS programs in Medicaid financing

    experience in financial analysis and rate calculations that rely on sound principles in accounting and statistics
