The RPM will assist in the development and monitoring of company policies and procedures related to property management.This position requires a wide degree of creativity to maintain the physical asset and performance of an assigned portfolio. Extensive experience and good judgment is needed; to plan and balance property goals while leading and directing the work of their team. This organization places a great deal of trust and confidence in the RPM and provides a collaborative environment to ensure success.The Duties* Effectively and professionally represent the Company at all times* Effectively oversee the daily management and operations of a portfolio of properties* Maintain a good working relationship with HUD field offices and other agencies to assure their assistance* Establish short- and long-term property goals* Responsible for the preparation and accuracy of property budgets* Analyze monthly budget variances and provide a written explanation of significant variances in both income and expense categories* Responsible for recruitment, training, development, and supervision of Community Managers in accordance with Management Company policy directives* Monitor and assist with site employee recruitment, training, and development* Ensure all site personnel counseling statements and written evaluations are appropriate, accurate, and delivered to Human Resources* Prepare salary and bonus recommendations for all site personnel* Monitor site personnel overtime and approve all Community Manager PTO* Conduct monthly mid-month reviews and quarterly Asset Physical Integrity Certifications on all properties* Conduct semi-annual Quality Assurance reviews on all properties* Ensure collection and deposit of all resident payments in accordance with company policy and benchmarks* Review necessary bids on contract work and monitor work on major projects unless handled by Director of Construction Administration* Maintain occupancy benchmark and provide a marketing strategy for properties not meeting occupancy benchmark* Attend regional/corporate meetings and other conferences/seminars pertaining to property management* Ensure all certificate of insurance requirements are met* Use utmost caution when considering and executing new contracts, forward all contracts for 1 or more years to President of Property Management for signature* Forward copies of all fully executed contracts to Document Retention to be saved on a shared drive* Ensure that all accidents and emergency situations are reported to the home office immediately with required documentation* Properly utilize PCard in accordance with Company policyQualifications* Bachelor's Degree in a Business-related field or comparable experience is required.* COS, CPM, or other industry designation is ideal, but not required.* 8+ years of Apartment Management experience is desired including experience with multi-site* affordable housing.* Enthusiasm, good attitude, trustworthiness, personal integrity, and honesty.* Competency utilizing Excel for reporting purposes.* Frequent travel is required for this position both locally and out of town - portfolio is in Little Rock, and surrounding areas (1-2 hour radius), as well as oversight of Louisiana portfolio in New Orleans, Shreveport, and Bossier.* Proven ability to lead and mentor.
