Position Finance & Administration Director Reports To Center
Director Department Finance & Administration FLSA STATUS Exempt -
Full Time Primary Position Objectives Directs staff engaged in
providing services in Finance; Purchasing; Property; Food Services
and Facilities Maintenance and ensures departmental programs and
standards meet all DOL, FAR, PRH, Center and Serrato Corporation's
requirements. - Brief Description of Duties
- Supervises Finance, Purchasing, Property, Maintenance, and Food
Services.
- Train, supervise, and evaluate direct reports staff and makes
recommendations regarding disciplinary actions, promotions, and/or
merit increases.
- In collaboration with various department managers, develops and
implements center and internal management budgets. Ensures the
Center operates within established budgets.
- Ensure timely and accurate submissions of required
reconciliations, financial reports, and public vouchers.
- Fully communicate procurement rules and procedures to all staff
members involved in the purchase, receipt, custody, oversight,
documentation, or inventory of materials and services, while
ensuring compliance with same.
- Assists in the development and implementation of the Contractor
Property Management Plan. Ensures inventories are conducted in a
timely and accurate manner.
- Maintain center facilities in a safe, attractive condition.
Develop and implement a tracking system that documents scheduled
maintenance, work orders, O&M deficiencies, and the amount of
time taken to complete work. Updates FNC status in a biweekly basis
and corrects funded deficiencies in a timely manner.
- Ensure that students receive well-balanced, nutritious meals,
which enable them to remain healthy throughout their participation
in the program. Obtain student input into the planning and
evaluation of the content and quality of the meals and service
provided.
- Establishes and implements systems to ensure performance is
accurately tracked and reported and necessary corrective action is
taken to achieve the performance outcome goals and quality
standards established by the National Director of Job Corps.
- Establishes procedures and conducts periodic self-evaluation
and audits to ensure integrity, accountability, and prevention of
fraud and program abuse.
- Delegates responsibilities for effective operations through
managers and supervisors in all areas.
- Submits all required reports to the Center Director in a timely
manner according to assigned due dates and deadlines.
- Conducts and documents departmental meetings with staff to pass
on communications from the senior staff meeting and other Center
Director directives, informational memos and policy changes.
- Evaluates personnel under his/her management and makes
recommendations regarding disciplinary actions, promotions, and/or
merit increases.
- Works towards meeting performance management goals.
- Adheres to required property control policies and
procedures.
- Maintains good housekeeping in all areas and complies with
safety practices.
- Complies with all DOL guidelines, OFCCP regulation, Quality
Assurance Plan (QAP), Serrato policies and procedures, Job Corps
notices and bulletins, and Center policies and procedures.
- Demonstrates and abides by Serrato Corporation's core values
and operating principles.
- Models, mentors, and monitors appropriate career success
skills.
- Helps students become more employable through continuous
reinforcement.
- Participates in PRH mandated staff training. Failure to
participate may result in disciplinary action up to and including
termination. -

- To perform this job successfully, an individual must be able to
perform each essential duty satisfactorily.
- Proficiency with Microsoft Office applications including Word,
Power Point, Outlook, and Excel.
- Computer literacy with basic computer functions, email,
internet, ans basic programs such as Adobe Acrobat.
- Ability to analyze financial data and communicate results to
management. -
- Ability to work in a fast paced deadline-oriented situation.

- High level of leadership and management skills. Experience
Three to five years with accounting/finance experience and
management/supervisory experience required. Education Bachelor's
degree in Business Administration, Finance, Accounting or related
field is required. - Masters' Degree preferred. Certificates,
Licenses, Registrations Valid State Driver's License. Physical
