The position is responsible for project management of Collaborative Health Initiatives (CHI’s) at Arkansas Blue Cross and Blue Shield. This includes the planning, establishment and support necessary to create operational success of individually assigned Collaborative Health Initiatives (CHI’s) as well as the general support and coordination for all Collaborative Health Initiatives and other enterprise initiatives as assigned or requested. Part of the project management responsibility of the Collaborative Health Initiatives includes coordination of the research, development and implementation of new quality and payment models with the Collaborative Health Initiatives. Nature & Scope

The incumbent serves in the role of Project Manager for ABCBS and is primarily responsible for all project management related activities associated with the Collaborative Health Initiatives for which the incumbent is individually and specifically assigned as well as the research, development and implementation of new quality and payment models as they are coordinated thru the Collaborative Health Initiatives. The incumbent is also responsible for the general support and coordination of all Collaborative Health Initiatives to the extent necessary to create success for the program and the enterprise. The incumbent is responsible for providing support to the Provider Networks and Payment Innovations division, Enterprise Networks division and all other divisions and initiatives of the enterprise as requested. This position reports to the Manager, Payment Innovations, working closely with other project managers within the division, as well as other divisions throughout the enterprise to carry out the mission of the division and the enterprise. The nature of this position requires the incumbent to work with executive level external provider partners. The position requires frequent travel, primarily within the state of Arkansas.

Position will involve closely working with large national customers on innovative initiatives redefining how healthcare payment is performed today and looking toward the future of healthcare reimbursement.

In addition to establishment and project management of Collaborative Health Initiative arrangements and alternative payment models, the incumbent is responsible and accountable for the support of any and all value based reimbursement programs as directed by the Manager, Payment Innovations.

Minimum Job Requirements

Incumbent must meet requirement 1, 2 or 3 AND meet all requirements 4-9:

1. Graduate (Masters) degree in a health-related or business profession. Graduate degree examples include Health Services Administration, Business Administration, Public Health, etc.

2.  Bachelor’s Degree with 5 years of leadership experience in healthcare or a health insurance business environment or analyst environment in an exempt position.

3.  Eight (8) years of professional level experience in leading project teams in a healthcare or a health insurance business environment or analyst environment.

Incumbent must possess all of the following:

4.  Minimum of six (6) years of project management experience leading medium to large-scale projects*. Applicant will be asked to submit work product examples during the interview, e.g. project charter, project schedule, communication plan, risk management mitigation, change management, outcomes, and incumbent’s role in the project.

5. PMP certification preferred. Must be a member in good standing.

6.  Proficient written communication skills. Compose and submit with the application a document describing the incumbent’s understanding of working in a self-managed environment leading project teams. Limit document to two pages or less.

7.  Experience making presentations to groups of individuals in a formal business setting. Demonstration of public speaking ability may be required during the interview.

8.  Six (6) years of experience with PC-based software products including word processing, spreadsheet and graphic tools.

9.  Four (4) years of experience in the application of data management and analysis tools (e.g. MS Access, SAS, and SQL) and/or in application systems programming (e.g. analysis, design, coding, testing and implementation of system projects) is preferred.

10.  Ability to successfully interact with provider representatives, corporate officers and members of the board of directors, as well as C-level officers in provider organizations throughout the state.

*Medium Scale Project – Project must be a minimum 3 months of duration and involve at least two other divisions. Must serve as the overall Project Manager on the project, create and maintain the schedule, monitor issues/risks/changes, provide status reporting and perform project closing.

*Large Scale Project – Project must be a minimum 6 months of duration and involve at least three other divisions. Must serve as the overall Project Manager on the project, create and maintain the schedule, monitor issues/risks/changes, provide status reporting and perform project closing.

Segregation of Duties

Segregation of duties will be used to ensure that errors or irregularities are prevented or detected on a timely basis by employees in the normal course of business. This position must adhere to segregation of duties guidelines in the Administrative Manual.

Principal Activities or Accountabilities

Accept primary project management responsibility for accomplishment of the Specific Measurable Attainable Relevant Time-Bound (SMART) goals associated with the Collaborative Health Initiatives assigned directly to the incumbent.

Coordinate necessary critical components related to the establishment of Collaborative Health Initiatives with other delivery system initiatives to ensure efforts complement each other, specifically:

Primary Care Initiatives and the development of primary care shared savings arrangements, i.e., shared savings payments to physicians,

Comprehensive Primary Care Initiative and the furtherance of Patient Centered Medical Home establishment throughout the state, and

Payment reform initiatives, including alternative payment models.

Attend meetings of various Collaborative Health Initiatives, keep minutes, manage tasks and maintain “to do” lists associated with these initiatives, and facilitate closure of these to do items through appropriate coordination within the enterprise.

Support & facilitate the development and interaction of data exchange between ABCBS and the delivery system that effectively supports the creation and furtherance of risk share glide path opportunities with the delivery system. Ongoing initiation and coordination of interaction with the delivery system to facilitate risk share development and payment/delivery system reform, including support for the establishment and ongoing success of effective governance structures of the Collaborative Health Initiatives (CHI).

Maintain knowledge of local, regional and national payment reform trends and effectively communicate those within the enterprise. Support Blue Cross Blue Shield Association initiatives relative to efforts to establish payment reform transformation differentiation among the Blue Plans. Facilitate Collaborative Health Initiative meetings as requested. Travel as requested to support Collaborative Health Initiative meetings throughout the state. Develop presentations to introduce the concept of Collaborative Health Initiatives to providers. Coordinate all necessary activities with ABCBS enterprise staff in order to develop and maintain effective structure and governance around the Collaborative Health Initiatives. Support the Alternative Payment Initiatives division as requested by VP Alternative Payment Initiatives. Assist with the development and maintenance of Collaborative Health Initiative contracts, maintaining a clear and complete understanding of contract terminology requirements, and ensuring that actions are initiated throughout the year to ensure compliance with contract requirements. Maintain a current, working knowledge of common project management practices, including ongoing reading, learning and research.

Maintain records of project issues, associated communications and steps to resolution.

Work independently in support of Collaborative Health Initiatives.

Support all initiatives of the Enterprise Networks division as requested by the VP Alternative Payment Initiatives.

Support a culture and environment that is compliant with the Code of Conduct and is supportive of Enterprise guidelines.

Ability to obtain and allocate the resources necessary to support program or policy implementation to achieve government, corporate and customer project commitments and objectives, and to organize and direct staff in an effective and efficient manner.
