Job Description:
Manages the Bank's compliance, data collection, assessment, and
reporting related to the Community Reinvestment Act (CRA). Works
directly with senior and executive management to establish the
strategic direction of CRA activities and remedy identified
deficiencies. Manages data collection process from internal and
external sources to compile and maintain reports and dashboards
that document activities and analyses. Manages bank examination
process related to CRA and works directly with regulators and other
external parties. Responsibilities:
- Prepares CRA plan updates and/or reporting of Banks's
performance under regulatory standards as requested by Management
and required for CRA exams.
- Maintains the CRA Public Notice and Public File as
required.
- Conducts or oversees all necessary training to assure bank
compliance with CRA policies and regulations.
- Manages coordination and monitoring of data collection for CRA
activities with employees to ensure accurate and timely reporting;
reviews to determine CRA eligibility and proper coding for CRA
reporting.
- Creates and maintains necessary forms, training materials,
reports, and monitoring systems to carry out responsibilities
related to CRA.
- Helps formulate, complies with and stays abreast of all CRA
related policies and procedures as well as federal and state laws
applicable to the job.
- Assesses how the bank is responding to the credit needs of low
and moderate income members of designated lending areas.
- Monitors the bank's CRA performance and suggests ideas for
improvement.
- Meets with regional CRA Coordinators to discuss CRA activities
and goals.
- Recommends strategies that will achieve lending, service and
investment objectives.Education and Experience
- Bachelor's degree with an emphasis in compliance, finance,
regulatory review, accounting, law, risk management or related
discipline; or an equivalent amount of related work
experience.
- Required Qualifications:
- Prior experience with CRA examination, reporting and
evaluations.
- Minimum of three years prior CRA experience under Large Bank
(> $1.5 billion) rules.Other Skills and Abilities:
- Strong analytical skills with attention to detail and concern
for data accuracy.
- Self-starter who uses time effectively and efficiently meeting
required deadlines.
- Experience with one on one interaction with bank
regulators.
- Demonstrated ability to research, read, and interpret
government regulations, technical reports, and legal
documents.
- Working knowledge of bank core systems, queries, CenTrax or
other CRA software, Microsoft Office with emphasis in Excel and
Word.
- Strong writing skills to draft clear and concise announcements
and reports to management teams, committees, regulators, and
employees and communications with external stakeholders.Physical
