We have an exciting opportunity open for a Senior Director of Procurement, Fleet & Facilities based in either Little Rock, AR or Fort Smith, AR.Primary Responsibilities:Procurement:

  • Lead enterprise-wide procurement strategies, including leading commercial negotiations in support of Summit Utilities development, engineering, construction, and other operations activities.
  • Lead the commercial negotiations for Summit Utilities material supply contracts and support commercial negotiations for services procurement.
  • Work closely with Legal department to develop and manage material and equipment supply and EPC agreements to ensure that terms and conditions are in line with market expectations and align with all applicable project agreements.
  • Manage contracts to ensure all contractual obligations are administered and fulfilled on time and in accordance with budget and project requirements; ensure effective transition and handoff of contract activities to project management team.
  • Maintain relationships with key material & equipment suppliers, manufacturers, integrators, EPC partners, emerging technology companies, etc., and endeavor to evaluate, establish, and cultivate new relationships with strategic partners that align to the company's D&I supplier strategy
  • Manage development of procurement/supply chain in new markets and areas of operation in line with compliance, safety, and regulatory requirements, including qualifying and auditing suppliers in collaboration with technical and compliance teams
  • Collaborate with pertinent functions such as engineering, project management, operations, and business development teams to analyze procurement strategy and to assist in making material and equipment supply recommendations.
  • Responsible for RFP process design that delivers the best-fit suppliers for materials and services based on company objectives.
  • Analyze bids and qualify vendors based on quality, cost, and contractual term criteria.
  • Analyze market trends and government/regulatory conditions and assess their impact on future activities to provide strategic recommendations to leadership Fleet and Facilities:
    • Responsible for continuous improvement of fleet operations including compliance, equipment procurement, maintenance, repair, and disposal.
    • Accountable for annual Fleet budgets; review spend vs plan to ensure budgets are achieved and corrective actions are put in place if needed.
    • Lead management function overseeing fleet equipment vendors to ensure equipment is delivered on-time and within Capex budgets. Lead negotiations and annual equipment spec reviews.
    • Partner with peer functional leads to identify optimal equipment types for each market.
    • Lead fleet program responsible for new equipment types that consider ESG initiatives.
    • Oversee Logistics systems programs, support, and improvements in areas of Telematics and driver devices.
    • Lead functional due diligence on acquisitions as needed and lead logistics/fleet actions to ensure successful integrations.
    • Responsible for program oversight regarding the maintenance, operation, and housekeeping for all facilities, grounds and utility systems owned, leased and operated by Summit Utilities.
    • Lead selection and engagement of architects, engineers and contractors hired to construct and maintain company facilities.
    • Develop and implement productivity measures and methods of budget control.
    • Coordinate capital budget planning projects, working closely with the executive team to ensure collaboration and integration of capital requests with the company's strategic plans and goals.
    • Facilitate space planning and advise administration regarding space allocation and decisions. Experience:
      • Bachelor's Degree in Engineering, Finance, Supply Chain Management, or related discipline
        • 10+ years of experience in procurement, strategic sourcing, or a related field
          • Experience with management of fleet and/or facilities preferred, not required
            • Experience in the utility industry is beneficial Additional Skills:
              • Strong commercial negotiation skills, with an understanding of the legal aspects of procurement
                • Superior oral and written communication skills
